Advocacy

Systems Advocacy:

Options for Independence is committed to breaking the barriers faced by people with disabilities. Through systems advocacy, Options works to remove barriers in policies to empower people with disabilities so they have the same access to programs, buildings and services that are available to all.

Peer Advocacy:

Looking for a place to live? Wondering about what paperwork is needed for a particular government benefit? Need help filling out all those forms that you just received from Social Security?

Options for Independence provides individuals and their families with peer advocacy and support. Options works with individuals to make them knowledgeable about their rights in housing and employment as well as assists consumers in maneuvering through federal, state and local benefits programs.

As an Employment Network, Options also works with individuals to access employment services. Options assists people with disabilities to become more aware of employment opportunities and programs available in the community.

Educational Advocacy:

Looking for advocacy tips for a son or daughter in Special Education? Not sure if your son or daughter has a disability and are wondering what are the next steps?

Options for Independence assists parents and guardians in knowing about their rights as parents of children with disabilities. School advocacy and training materials are available for parents and members of the community on regulations and topics related to Special Education.

Disability Awareness: Kids on the Block

Options also promotes disability awareness through the Kids on the Block program in area schools (Kindergarten and 1st grades) and early childhood centers. Funded, in part, by the United Way of Cayuga County – the Kids on the Block use interactive puppets with specially designed scripts to teach children that being different is ok.

 
Ombudsman Program

Ombudsman is defined as a person who investigates and attempts to resolve complaints and problems brought to their attention by family members, care-givers or nursing home residents. The program was created in 1975 after being instituted by the Older American’s Act. The main goal was to ensure quality of life and quality of care to residents of both nursing homes and adult care facilities. The Ombudsman program is nationwide, in New York State alone there are 41 local programs with over 1,000 active, certified Ombudsman. Presently there are over 160,000 long term care residents living in 1,600 facilities across the state. The heart and soul of the Ombudsman program is its core group of specially trained volunteers. Through a state mandated 36 hour training, citizen volunteers learn the appropriate ways to solve and resolve local complaints from area residents. The main objective is to ensure that appropriate measures are being taken to allow residents the opportunity to live a fulfilling life.

In 2008-2009 there were a total of 22,824 complaints that were brought to the attention of the Ombudsman volunteers. This number, though staggering, proves the much needed services of the Ombudsman. Not only does the program save New York State millions of dollars annually, it provides our area with a much needed program that advocates for those unable to advocate for themselves.

Representative Payee Program/Benefits Advisement

The Social Security Administration's Representative Payment Program provides assistance to the most vulnerable members of society-the young, the elderly, and the disabled who are unable to manage their Social Security or Supplemental Security Income (SSI) benefits.

For some individuals, traditional networks of support such as responsible family or friends are not available or feasible. In that case, SSA looks to other qualified state, local or community sources to fill the need. These sources are called Representative Payees.

A representative payee is an individual or organization appointed by SSA to receive Social Security and/or SSI benefits for individuals who are unable to manage or direct someone else to manage his or her money.

The main responsibility of a Representative Payee is to use the individual’s benefits to pay for his or her current and foreseeable needs and to properly save any benefits not needed to meet current needs.

Options for Independence has a dedicated Benefits Advisor whose main responsibility is to handle the Representative Payee Program and assist with Social Security-related issues.

Individuals interested in having Options manage their money are required to choose a Responsible Advocate who will assist them in preparing a monthly budget. Together they will complete a monthly voucher itemizing expenses that Options will pay for them. Basic living expenses, such as food, shelter and utilities, must always be paid first.

It is Options intent to work with the consumer and their advocate so that, if possible, the consumer can become financially responsible and ultimately take back direct control of their benefits.

Once a consumer is interested in the Payee Program at Options, a contract is signed between Options for Independence and the consumer.

Options does charge an administrative fee to operate this program. The Social Security Administration allows for this fee. Options normally charges thirty-five dollars for this service and will also work with the consumer to determine that this amount he/she is able to pay.
